                Inventory of Hazardous Materials


                IHM?Survey, DMS have been approved by classification societies including NK, CCS, KR, Rina and the flag state of Liberia to conduct IHM Survey , including the compilation of sampling plan (VSCP) , on-board sampling & visual checks, laboratory testing, IHM Part I report development, IHM maintenance, etc. DMS serves more than 500 ships in the past few years.





                ·?Regulations background

                International Conference on Safe and Environmental Ship Demolishing held by the IMO adopted the 《Hong Kong Convention on Safe and Environmental Ship Demolishing 2009》 (Hong Kong Convention).It aims to ensure that ships do not pose unnecessary risks to human health, safety, and environmental pollution when they are taken up for dismantling after the end of their operations, the Convention seeks to properly manage hazardous materials on board. 《Hong Kong Convention》 focuses on the issues related to shipping dismantling, including environmental hazards such as Asbestos, Heavy metals, Poly Halocarbons, and Ozone-depleting substances that may be contained during ship dismantling. It also raises concerns about the related work and environmental conditions in many ship dismantling plants all over the world.

                EU Regulation 1257/2013 prohibits to installation and use of hazardous materials of Annex 1 in Member States’ anchorages or ports until 31 December 2018. If the port state control attend onboard and there are no certificate, invalid certificate, or IHM report not updated on time, they will make a detailed inspection, ban the ship from entering the port, detain the ship, and so on, which will cause huge money ? ? ? ? ?

                ·?What is IHM?

                The inventory of hazardous substances was developed from the concept of a“Green passport” in the convention. While the two are essentially the same, the hazardous substances list is more detailed and follows the ship from refitting to dismantling. The term“Green passport” is no longer used. If harmful substances are not properly managed, they will affect our lives and the environment, hazardous substances are therefore considered to be managed and recovered throughout the life cycle of the supply chain, new shipbuilding, ship repair and, eventually, ship dismantling.
